This article study on lots of empirical data,and draw a conclusion that the flypaper effect exists in China,which has deep relationship with intergovernmental grants.
用实证方法论证我国地方政府的公共支出与地方政府税收及所接受的一般性转移支付资金间的关系,可以看到:我国的一般性转移支付资金存在"粘蝇纸效应",它在地方政府提供公共产品与服务上具有正负两种作用。
